New Parliamentary Petition EN2854: Legalise Foundationless Modular and Tiny Homes on all Urban Lots

Due to the real estate industry and rising housing prices, owning a home has become prohibitively expensive for many Australians. Many Australians are in the very real and difficult position of never being able to afford their own home.
However, solutions to the housing crisis exist in the form of various kinds of new technologies for creating modular homes at low cost, and for powering those homes off-grid using alternative power sources. Some of these modular, engineered types of homes do not even require foundations.
Modular homes, tiny houses, and shipping-crate based homes offer enormous financial relief and provide a way for many who would otherwise not be able to afford to live independently in their own home to do so.
Such homes also allow the homeowner to gradually develop their premises whilst living in it, by adding modules.
Excluding builders and building approval procedures and rules, eliminating stamp duties and taxes for modular homes, and making off-grid modular homes legal on all urban lots and blocks, are measures that are now a social necessity.
A corresponding significant reduction in, or even elimination, of council rates pertaining to self sustaining utilities is also necessary.
We therefore ask the House to pass legislation enabling piece-wise establishment of modular, prefabricated, fold-out, and engineered homes on any urban block or lot in Australia without any licensed builder involvement, to make legal the use of off grid alternative power solutions for such premises, and to eliminate all taxes and stamp duties for such premises.
